For each saved SoundPad, create a "Website" action with the "GET request.." option in Stream Deck App, and paste the URL:

This page helps you populate your Elgato Stream Deck App with buttons that control your saved Custom SoundPads
Open your Elgato Stream Deck desktop app.
If you haven't already, run the Tabletop Audio: Stream Deck Companion app (download here))
Select a saved Custom SoundPad from the blue buttons (if none are listed, you need to create and save one first)
You'll see custom, LOCAL URLs under "Individual Sounds" (usually your one shots), "Scenes" (groups of sounds),"Global Controls" (just the stop all button), and "Load SoundPads" for loading a new saved Custom SoundPad.
On your Elgato Stream Deck desktop app create a new website button (under system).
IMPORTANT: For each button, change "open with: Deafult Browser" to: "GET request in background"
Back on this helper page, click the green "copy button" next to the URL you want. and paste that into the URL on the Stream Deck app. Name it whatever you like.
Test this with one or 2 sounds and scenes before fully populating all the buttons
